A specialist in Special Needs Dentistry, brings almost ten years of experience in teaching and clinical education of undergraduate and postgraduate students at various universities in Australia. Currently, she is a Clinical Lecturer in Special Needs Dentistry at the University of Queensland School of Dentistry and a Dental Specialist at Metro North Oral Health Services. As the Discipline Lead for Special Needs Dentistry for the School of Dentistry, she is involved in the teaching and clinical supervision of both undergraduate and postgraduate dental students within the school and/or on clinical placement within Metro North Oral Health Services. In addition to direct clinical supervision on-site at Herston, she has also been involved in supervising students on hospital rotations, visits to residential supported accommodations and general anaesthetic sessions. She is currently enrolled as a PhD candidate at The University of Queensland, further demonstrating her dedication to advancing her field.

Dr Jessica Zachar

Lecturer and Dental Officer at UQ Oral Health Centre (Oral Surgery)

Dr. Jessica Zachar is a Lecturer and Dental Officer at the UQ Oral Health Centre, where she teaches and supervises undergraduate dental students in the disciplines of oral surgery and general medicine. Currently a PhD candidate, her research focuses on evaluating the therapeutic efficacy of polychromatic light-emitting diode (LED) therapy for dental analgesia in clinical procedures.

Roundtable Discussion 2: “Bringing ethical and equitable considerations for the health and well being in a world diversity”

The purpose of this roundtable is to bring to the fore front the ethical considerations around treating/managing patients that are from the vulnerable population and have a robust discussion about the traditional, the current and the future of equity and ethics of patient management in vulnerable groups, including topics such as informed consent and record keeping.

This discussion brings together experts in healthcare, ethics, and AI to explore the future of artificial intelligence in the healthcare sector, with a focus on dentistry, palliative care, and vulnerable populations. Arosha highlights how AI can transform healthcare by improving access, education, and equity, particularly for diverse populations. Tonia delves into the ethical dilemmas AI presents in clinical practice, especially concerning vulnerable groups. Nikki addresses traditional ethical challenges in clinical settings and their relevance to AI. The session concludes with a hopeful outlook on how AI can bridge gaps in healthcare access and education, fostering greater equity in care delivery.

Dr Nikki Liew

Dr. Nikki Liew is an Australian specialist in Special Needs Dentistry (SND) practicing mainly in private practice. She is also an SND consultant at Monash Medical Centre, and a committee member of the Australian Society of Special Care in Dentistry. She has recently begun exploring the use of artificial intelligence for clinical documentation.

Dr Girdis has over 30 years of experience as a dentist in general practice, education and regulation.

After graduating in 1988 from the University of Queensland with a Bachelor of Dental Science with First Class Honours she began her career as a dentist in private practice, working in Australia and England.

She developed a special interest in health law and ethics which led her to further studies. She was awarded a Masters in Health and Medical Law from the University of Melbourne in 2005.

Dr Girdis now works in the dental profession as a dentist, Clinical Senior Lecturer at the University of Queensland and at James Cook University, and a Clinical Advisor to the Australian Health Practitioner Regulation Agency.

This broad range of experience provides a multifaceted approach to practice and underlies her commitment to the dental profession.

Dr Arosha Weerakoon

Dr. Arosha Weerakoon, a senior lecturer at the University of Queensland’s School of Dentistry, is a pioneer in implementing AI-enhanced tools to foster equitable and transformative education as part of a university-wide collaborative project on AI in higher education. She has a particular interest in AI governance in healthcare and is also a dental practice owner committed to integrating clinical care with research. Her research spans AI in education and healthcare, dental materials, mineralized tissues, and health services. Dr. Weerakoon has received numerous accolades, including the Universities Australia Vice Chancellor’s Award for Research Innovation and Communication and the Brisbane Lord Mayor’s Convention Trailblazer Grant. She has published extensively with The Conversation Media Group and holds leadership and service roles with Colgate’s Oral Health Advocacy Group, the Country to Coast Queensland Primary Health Network, the International Dental Ethics and Law Society, and the ADA Congress Organising Committee.

Day 3 – Main Program TIMA Global Forum 2025

Steven joined Tzu Chi in 2002 as a volunteer and has built a network of providers and volunteers to serve underserved populations through weekly and monthly free clinic outreaches in Fresno and Central California. In 2009, he transitioned to a staff role, where he built and expanded a fleet of Medical, Dental, and Vision Mobiles from 4 to 12, executing mobile clinic operations that reach underserved populations, homeless populations, and migrant farmworkers. He implemented a Standard Operation Procedure (SOP) guideline for Tzu Chi’s medical outreach nationwide as well as a basic in-house Electronic Medical Record system to organize patient information.

Aside from single service free clinics, he has helped to organize large scale outreaches spanning 2 to 4 days in Los Angeles, Fresno, and the Bay Area to provide medical, dental, vision, and alternative medicine services to 1,000 to 1,200 patients each day. Steven has developed Tzu Chi to have the ability to host outreaches that can include 50 to 100 dental chairs and offer resources from a variety of community agencies and partners for follow-up care. He encourages everyone to build a “Healthy Community” in their medical mission by leveraging partnerships between local community partners and volunteers. In 2013, he started “Healthy Fresno”, collaborating with local community partners, health centers, and volunteers for a two-day event led by Tzu Chi and funded by the community. A few other chapters have also implemented this concept in the United States.

 

In 2014, Steven collaborated with Fresno community organizations to launch See 2 Succeed, a school-based vision program providing free eye exams and glasses to Fresno County students aged 4 to 9. In 2024, he received an honoree Academic award from the Fresno County Superintendent of Schools for bringing awareness to the need for students’ vision care and the positive impact Tzu Chi’s program has on their educational pursuit.

Since 2015, he has also served as an administrator for Tzu Chi International Medical Association (TIMA) USA. TIMA USA is a group of professional and non-professional volunteers in the US who are actively involved in the medical mission to provide free clinics for medical, dental, vision, and alternative medicine. In addition to facilitating domestic outreaches and mobile operations, he has also supported international medical missions in Haiti, Honduras, Mexico, Central America, and Latin America.

Other notable contributions include his efforts in starting Senior We Care, a program to provide free vision and dental care for the elderly with limited or no access to these two services. During the COVID-19 pandemic, he worked with community partners and the public health department to enable the Fresno Mobile Clinic to aid in administering COVID- 19 vaccinations for the rural areas.

Steven strongly believes that a successful program stems from collaborations with community partners to serve the community. Building local programs in our medical mission helps sustain Tzu Chi in the long run and creates a brand name and brings in financial support through grants and donors. He continues to share these ideas with other chapters nationwide, including the New York region, New Jersey region and Las Vegas, to successfully transform their medical
Mission. He said: “We always provide services that the patients need and try to solve the community need. “

Karyn Walsh has worked in the not-for-profit sector addressing homeless since 1978. During this time, Karyn has worked with many groups to create organisations and services to respond to the local circumstances of people experiencing homelessness and the economic and social systems which create homelessness in the first place. This has involved work across many population groups such as young people, young pregnant and parenting women, women and children escaping domestic violence, individuals, couples and families living on the streets, in cars, parks and motels. In recognising our current housing crisis across all communities in Australia Karyn is particularly interested in how we create a more equitable and inclusive housing system that is affordable, has security of tenure and when needed embedded services and healthcare tailored to the needs of tenants. Karyn has advocated for Housing First and Supportive Housing to form an integral part of our housing system. Karyn is the CEO of Micah Projects which provides a range of services and is the backbone organisation for Brisbane Zero; and an inaugural member and former Chair of the Australian Alliance to End Homelessness.

Dr David Fu is a Dental Specialist in Special Needs Dentistry (SND). He graduated from the University of Queensland for both his Bachelor of Dental Science and Doctor of Clinical Dentistry (Special Needs Dentistry). Dr David has more than a decade of clinical experience working in public and private dental settings. His research in conscious sedation and general anaesthetics has further resulted in his interest in the various sedation modalities. His interest has led him to enrol into the Graduate Diploma in Clinical Dentistry (Conscious Sedation and Pain Control) in Sydney, where he anticipates to provide safer sedation for patients with special needs.

Dr YU-SHIH HUNG serves as the CEO of Fusen Purifying Ecological Wellness Village and is an Australian Chinese medicine practitioner. Three generations of his family have been doctors and studied and practiced in mainland China, Canada, Malaysia and Australia. In the winter of 2018, I went to the Otto Buchinger Clinic in Germany for further study. After returning to Asia, I organized a group of medical professionals to promote lifestyle medicine.

In 2023, I joined the research team of Tzu Chi University to collect and conduct research and surveys on students who have participated in lifestyle medicine courses over the past two years.

I am Wenyu. And My name from Master Chen Yen is LV Wen. I graduated from UNSW Australia with a master’s degree in project management in 2005 and then worked as a project manager in an international Engineering consultant company for nine years. 2019 I took Health Science and Chinese Medicine courses at RMIT Australia and graduated in Dec 2024. I am applying for Australian AHPRA Registration as an acupuncturist, Chinese herbal medicine practitioner and dispenser. At the same time, I work at a Chinese medicine clinic as an assistant TCM practitioner in Melbourne.

I was involved in the vegetarian diet promotion activities in Melbourne Tzu Chi in 2022 and became the facilitator of the leader team in early 2024. These activities aim to promote and educate the public on the benefits of vegetarianism and how to adopt a scientific and healthy vegetarian diet.

Dr. You-Chen Chao serves as the Superintendent of Taipei Tzu Chi Hospital, a position in which he combines his leadership in healthcare with a commitment to compassionate, patient-centered care. Under his guidance, the hospital has embraced innovative medical technologies, such as AI-driven healthcare systems co-developed with ASUS, to improve clinical efficiency and patient outcomes. These advancements include the integration of mobile rounding services, a sepsis prediction system, and a clinical decision support platform, all aimed at enhancing multidisciplinary collaboration and the overall quality of healthcare.

Dr. Chao has also been instrumental in advocating for a holistic approach to patient care, fostering a collaborative spirit among medical teams, and leveraging modern technology to transform healthcare delivery. His leadership extends to promoting sustainable and “green” healthcare initiatives and advancing public health practices in response to the COVID-19 pandemic​.

Dr. Chin Lon Lin has been the CEO of the Buddhist Tzu Chi Medical Foundation since 2008. Upon graduation from the College of Medicine, National Taiwan University in 1968, he served as a primary physician in the Chinese army from 1968-69. He then began his residency in internal medicine at the National Taiwan University Hospital from 1969-70, and went on to rotate as an intern at the Catholic Medical Center of Brooklyn and Queens from 1970-71. He finished his residency in internal medicine training in Brooklyn from 1971-74. Then, he became a fellow in cardiology in the same hospital from 1974-76 at the SUNY Downstate Medical Center in New York in 1984. After his fellowship, Dr. Lin became an instructor in medicine at SUNY Stony Brook for a year.

In 1977, he began as an attending physician at the Northridge Hospital Medical Center, and continued for eighteen years. His next endeavor led him to Vice President of the Buddhist Tzu Chi General Hospital in Hualien, Taiwan. While serving as Vice President, Dr. Lin became CEO for the Tzu Chi International Medical Association in 1998. Besides his medical expertise, Dr. Lin also has published over fifty articles on topics in medicine.

“ART” – Minimally Invasive Dentistry for Challenging Cases Part I & II

“The Art of Minimally Invasive Dentistry – Thinking Outside the Box!” is a workshop focused on the innovative Atraumatic Restorative Technique (ART) for treating challenging dental cases in conventional and outreach settings. This hands-on session explores the benefits of combining silver fluoride and glass ionomer cements (GIC) within ART, a minimally invasive approach that preserves more natural tooth structure while effectively addressing decay. Participants will learn how to utilize these materials for enhanced outcomes in restorative dentistry, making ART a valuable tool for patients with special needs or those seeking gentle, non-invasive treatment options. This is especially in the case of TIMA patients and in settings where conventional dental treatments are not possible, such as during outreach clinics.

Learning Objectives

  1. Understand the Principles of Atraumatic Restorative Technique (ART): Learn the fundamentals of ART, including its minimally invasive approach and its application in treating challenging dental cases.
  2. Explore the Benefits of Silver Fluoride (and fluorides in general) in ART: Gain knowledge of how silver fluoride enhances the ART technique by arresting decay and preventing future cavities, especially in difficult-to-treat areas.
  3. Master the Use of Glass Ionomer Cements (GIC): Learn the properties and advantages of GIC in ART, including its ability to bond to tooth structure, release fluoride, and provide durable restorations in challenging clinical scenarios.
  4. Develop Practical Skills for ART Implementation: Practice the hands-on application of ART techniques, including cavity preparation, material selection, and restoration placement, to ensure effective, patient-friendly results.
  5. Recognize Ideal Cases for ART: Identify situations where ART is most beneficial, including for patients with limited access to care, those with dental anxiety, and pediatric or geriatric patients.
  6. Enhance Patient Care with Minimally Invasive Techniques: Understand how ART improves patient comfort, reduces the need for local anesthesia, and offers an effective alternative to traditional restorative procedures.

Dr. Lydia See is a specialist in special needs dentistry with a focus on providing accessible oral health care to individuals with unique challenges. Since graduating from dental school at UWA, Lydia discovered her passion was in special care dentistry, dental education and community dentistry. She has since completed a Graduate Certificate in Health Professions Education, UWA; Master of Science in Geriatric Dentistry, USC; Diploma in Special Care Dentistry, RCSEd; and a Doctor of Clinical Dentistry (Special Needs Dentistry), UQ. Her clinical experience spans across diverse settings including public, hospital and private clinical practice. She has actively contributed to tertiary education and research. Lydia’s current special needs dentistry initiatives are in areas of service delivery, education and silver fluoride research. She also has extensive experience in dental volunteering and working with not-for-profit organisations. Outside of her professional commitments, Lydia enjoys exploring vegetarian culinary delights, music and theatre.
